Like a subscription? Other than Tesla with charging for self-drive I don't think I have ever seen a manufacturer deliver something like adaptive cruise in a subscription model - I could be wrong though..

I don't think I have seen a picture of a delivered i4 (China obviously) w/o the ADAS pod in the front grill - doesn't mean it has the functionality, but I would assume a future software update could include the features? I will say the pod does give it a little bit of a Mater look, but not sure...
