Anyone have information on how to covert the .RAR file to PDF on an iPad? Thanks

A .RAR file is a compressed file - you can extract that out using most decompression tools such as 7zip.
You will find that gives you a set of a lot of indexed html files and images - it would be quite a job to convert all that into a PDF.
