I use an upholstery tack hammer and a small hex bit the hex bit is big enough to hold with two fingers and short enough to leave some room to swing the hammer. The hammer is small enough to maneuver and has enough mass to get things where they need to be with a few well placed taps.

Good to know about the limited tire availability, I was actually saying no spacers, just a wider wheel with the right offset to allow for a similar flush fitment and the wider width tires. But if there’s not a lot of tire options then it’s potentially moot.
