OEM Track mode still closes the valves depending on rpm or load. Open is open all the time regardless of conditions, yes it's considerably louder than OEM track mode especially down in the lower rpms, it does produce a bit of drone. It will stay in the last mode you left it in.

It's impossible for the short shifter to affect the crossgate (what you call W-E) cable actuation, they're two entirely different cables and this short shifter only fits to one cable. I wouldn't want the crossgate cable actuation to be altered -- this would mess with your reverse lockout plate...
