The weather forecast looks worse. Turnout of fun cars in Daikoku will be too low to justify a trip there. We can, however, grab a quick beer at Yurakucho or Shinbashi, home of the Japanese Salaryman.

Yeah, the forecast deteriorated fast overnight... which I am hoping means that there is a potential to improve. Let's see what it looks like at 15:00 today (approximately 24 hours before the meetup) and decide.

Doable, however the Daikoku Parking Area is actually a facility inside the expressway. No public transportation in and out, so you will need a ride (taxi is OK) into the area. As for taxis; or whichever is fine.
