The just dropped a full spec M139 in the i4 in China and the US. There's been pictures and video showing stock China i4 with 419hp on the display from over a year ago.

Official Lotus website in China list the i4 as 400hp looking this up actually brought back memories. When I grabbed this image a year ago. I had a guy that claims to be working for Lotus UK in his FB profile keep telling me that there's no such thing as a i4 with 400hp

Not really, the Lotus website in China only list the i4 as 400 but they will display over 415 in most case on the display which means it's just a M139 416 dropped into the Emira without an ECU change. Same as those in the US. so there's the 360hp and the 416hp and that's it.
