    It depends what your state checks. And if you can get in the know and find a shop to clear you either way (I.E. I have no cats and "tip" my inspection shop $60). Also you can get these to keep CEL away + maybe add some extensions, just make sure to not have the sensor itself upside down...

    7200rpm is safe on stock internals. 7600-7800 is considered safe with just valve springs being upgraded. Beyond that you need connecting rods (and might as well do pistons while you're in there).
